Position Summary

As a CEC Senior Recruiter, you are responsible for leading our recruitment efforts, developing, and implementing effective talent acquisition methods, and ensuring we attract and hire the best talent. This role will focus on building strong pipelines, enhancing our employer brand, and delivering a seamless candidate experience. 

Essential Duties and Responsibilities

  • Develop and implement comprehensive talent acquisition strategies to meet the hiring needs of various departments using market research and data analysis to identify talent trends.
  • Oversee and execute end-to-end recruitment process, from job posting and candidate sourcing to interviewing and hiring.
  • Collaborate with hiring leaders, initial intakes, and being a resource trusted partner for filling high urgency positions.
  • Work in ATS and external sites (Indeed, Facebook, LinkedIn etc.).
  • Assist hiring leaders in writing and/or updating current job descriptions.
  • Utilize various channels to source candidates, including job boards, social media, professional networks, and employee referrals.
  • Write, post, and maintain position advertisements on job boards.
  • Build and maintain a talent pipeline for future hiring needs.
  • Creatively build networks to find qualified passive candidates.
  • Creatively coordinate and execute "boots-on-the-ground" recruiting efforts at job fairs, trade schools, and jobsite, attend college, school recruiting events, and special events.
  • Lead the creation of a recruiting plan for each assigned open position.
  • Efficiently and effectively fill open positions tracking and using KPI’s to improve personal and company performance
  • Research and recommend innovative new programs, events, campaigns and sources for the recruitment of both active and passive candidates.
  • Communicate with managers and employees regularly to establish rapport, gauge morale, and source new candidate leads.
  • Create contacts within the Electrical, Infrastructure/Utilities, Mechanical, and Technology industry both locally and nationally.
  • Be able to identify entry level, journeyman, and leadership for the field and office positions including upper-level positions.
  • Support onboarding including new hire orientation and follow-up with new hires.
  • Train and assist team members with less experience.
  • Lead, generate, and execute special projects to advance CEC’s TA strategy.
  • Ensure a positive candidate experience by maintaining clear communication and providing timely updates throughout the recruitment process.
  • Manage candidate expectations and negotiate offers in collaboration with hiring managers and HR.
  • Provide regular updates and insights to the HR team and hiring managers on the status of open positions and recruitment activities.
  • Support a diverse and inclusive culture and workforce, and ensure compliance with federal and country laws, regulations, and company policies.

Other Duties and Responsibilities

  • Perform other related duties as assigned to ensure efficient and effective processes, completion of projects and smooth operation of department.

Education and Experience

  • Bachelor’s degree or equivalent professional experience required.
  • Experience using recruiting software and/or ability to quickly and effectively learn system.

Required Skills, Knowledge, and Abilities

  • Strong organizational and time management skills, with the ability to manage high volume, high variety workloads in a deadline driven environment while balancing quantity of hires with quality of hires priorities.
  • Proven track record of developing and executing successful talent acquisition strategies.
  • Strong knowledge of applicant tracking systems (ATS) and other recruitment technologies.
  • Excellent communication, interpersonal, and organizational skills.
  • Ability to work in a fast-paced, dynamic environment and manage multiple priorities. 
  • Strong analytical skills with the ability to interpret recruitment data and metrics.
  • Demonstrated ability to solve problems and offer solutions.
  • Partner across Human Resources serving as a mentor for others.
  • Willingness to travel as required.
  • Bilingual Spanish (speaking, reading, writing) preferred.
  • Professional certification (e.g., SHRM-CP, PHR) preferred.

This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

  1. Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing reaching, bending crawling, standing, or stretching.
  2. The employee must be able to regularly lift and/or move up to 10 pounds, lift and /or move up to 50 pounds
  3. Move about on the feet regularly. Sit for extended periods of time.
  4. Requires the ability to sit and work at a computer for extended periods of time.
  5. May require travel.
  6. Exposure to characteristic construction site dangers.
  7. Talk and hear, ability to communicate with others both written and orally and by telephone.
  8. Possess good vision, normal or corrected. Specific vision abilities required by this job include close vision, distance vision, color vision to discern color coded wires, peripheral vision, depth perception and ability to adjust focus. 
  9. Possesses good hearing, normal or corrected.
  10. Must be able to wear personal protective equipment (hard hat, safety glasses, safety vest), as needed. 
  11. Must be able to work 8 hours a day, 40 hours per week, and overtime as required and night shifts, as needed. Must be on-call to address delays, emergencies, bad weather, and other issues at the jobsite.
  12. Must be able to work in the presence of customers and their representatives with little or no interference or disruption to the customer while maintaining a professional and courteous image.
